Is the code for full training/fine tuning available?

the model definition is included in the files and version link https://huggingface.co/codelion/dhara-70m/blob/main/modeling_dhara.py . while this isnt the full training method you can use the mix discussed here https://huggingface.co/blog/codelion/optimal-dataset-mixing and follow a standard pre-training and fine-tuning approach like unsloth.
